Policy rate decision

Bank of Canada raises its policy rate to 2.50%.

Announced October 28 and effective October 29, the 25-basis-point increase brings the overnight target to 2.50%. The Bank cites more persistent inflation and stronger growth than previously expected.

30-second brief
  • The Bank Rate is 2.75%; the deposit rate is 2.45%.
  • The next scheduled policy-rate announcement is December 9, 2026.
  • This policy rate is not a mortgage offer or a CMB purchase yield.

Official policy-rate table and effective-date note

Desjardins raised its Canadian prime rate from 4.45% to 4.70%, effective October 29. This is a lender-specific prime rate, not a mortgage quote.

Québec’s housing financing program (PFH) lists a long-term conversion reference of 4.897% from November 1, versus 5.084% in October, for National Bank’s agreement effective February 1, 2026.

  • Older PFH agreements carry different reference rates.
  • Program-specific rates, not a general mortgage offer or approval guarantee.

Program spotlight

MLI Select: plan for more possibilities.

Affordability, energy efficiency and accessibility can change the financing picture. MLI Select links a rental project’s score to leverage and amortization options, subject to underwriting.

30-second brief
  • Most eligible projects need at least five units and 50 points.
  • Amortization can reach 50 years at 100 points, subject to program requirements.
  • For 2027 affordable-rent increases, applicable local rules take priority; CMHC’s CPI limits apply where no such rules exist.

Mortgage market update

Renewal pressure eases. Risks remain uneven.

CMHC’s fall report says the biggest renewal shock has likely passed, but some five-year borrowers from 2021 still face higher payments. Mortgage stress remains contained nationally, with larger increases in Ontario and British Columbia.

30-second brief
  • Begin comparing well before your current term expires.
  • Compare prepayment privileges and conditions alongside the rate.
  • A longer amortization can lower payments but increase total interest.

Canadian business financing

Construction term-credit disbursements fall 12.4%.

Statistics Canada’s new data show $18.459 billion in construction term-credit disbursements in Canada in the first half of 2026, versus $21.077 billion a year earlier. Disbursements to real estate, rental and leasing rose 2.6%.

30-second brief
  • Year-over-year changes calculated from table 33-10-0014-01, for all suppliers surveyed.
  • Disbursements measure new term credit, not outstanding debt or approval rates. Data may be revised.

Practical guide: BDC debt service coverage

Collateral is only one part of the conversation. BDC explains how debt service coverage helps lenders assess whether a business can carry principal and interest payments.

  • BDC’s business calculation uses EBITDA divided by debt payments.
  • Include the proposed borrowing when assessing repayment capacity.
  • Property lending often uses net operating income; confirm the lender’s method.
